Nice! I wonder what translation he was looking at, or if he was just paraphrasing (or translating himself!). I'm guessing it's an adaptation from Mandelbaum (1964): "to teach the ways of peace to those you conquer, / to spare defeated peoples, tame the proud." Dylan: "I'm gonna spare the defeated, I'm gonna speak to the crowd / I'm gonna teach peace to the conquered / I'm gonna tame the proud."
