Good point, CJ -- do you think even beyond the Manhattan Project, executive control of the war was excessive, including secrecy?

The government defaults to the position that ‘the people’ are too dumb to understand anything, and definitely too dumb to have any input. They don’t even trust us with voting in an election anymore.

Bold thinking, CJ, but your last point--Germany!--brings me to the predictable conclusion that this decision should have been kept in the executive dept.

I think I would adjust your floated argument to say: maybe at the end of January 1945, when the writing was on the wall for Nazi Germany, Congress should have pushed for debate. So I guess it depends on when Congress discovered the info, and other particulars.
